Where employees of more than one employer work on a construction site in Germany, the client must appoint a health and safety coordinator (SiGeKo) under the Construction Site Ordinance (BaustellV). We take on this role – from prior notification and design through to the health and safety file for the completed structure.

Scope of service

Coordination from design to handover.

The earlier the coordinator is involved, the more cost-effectively control measures can be designed in. For smaller schemes such as residential buildings or road works, we offer a streamlined SiGeKo service scaled to what the project requires. For UK clients: the role combines the pre-construction coordination of a CDM 2015 Principal Designer with coordination on site during construction.

§ 2Prior notification

We establish whether prior notification is required – for work lasting more than 30 working days with more than 20 workers on site simultaneously, or exceeding 500 person-days – and handle it in full (comparable to the F10 notification in the UK):

  • Preparation with all particulars required by Annex I BaustellV
  • Submission to the competent enforcing authority at least two weeks before the site is set up
  • Display in a prominent position on site
  • Updating in the event of significant changes

2.1Health and safety plan

Preparing, adapting and updating the health and safety plan (SiGe-Plan), communicating it to all parties and monitoring compliance throughout.

2.1Health and safety file

Preparing and updating the file for later work on the structure (Unterlage für spätere Arbeiten), so that future maintenance and repair can be carried out safely.

2.2Design and pre-construction

We review design information and contribute practical health and safety solutions:

  • Concept, permit and detailed design, specifications and reports
  • Planned activities, trades and construction sequences
  • Interaction with ongoing operations or live traffic
  • Initial site set-up and logistics
  • Realistic durations for safety-critical work in the programme

2.4Tender, award & contracts

Health and safety requirements and reporting duties in design, tender and contract documents; review of tenders for health and safety provision; assessment of priced items such as scaffolding, edge protection, site set-up and traffic management.

2.5Regulatory visits

We support you whenever the authorities are involved:

  • Preparing for and accompanying visits by the labour inspectorate (Gewerbeaufsicht or Amt für Arbeitsschutz)
  • Liaison with the statutory accident insurer, e.g. BG BAU
  • Recording findings, requirements and agreed actions
  • Tracking actions through to completion

2.7Project close-out

Records of the construction phase from a health and safety perspective, final review, HSE performance indicators and lessons learned for future projects.

Combining SiGeKo and HSE coordination

On large sites, the two roles complement each other:

  • The SiGeKo coordinates on behalf of the client under the Construction Site Ordinance.
  • HSE coordination ensures day-to-day implementation and monitoring on site.
  • Appointed from a single provider, there are no gaps between the plan and the site.
